Meanwhile, the Islamic Movement in Nigeria, which comprises members of the Shi’ite ideology, has given insight into how a suicide bomber disguised as one of its
members and blew himself up during a procession in Kano, killing 20 people.
Members of the group were on their annual Arba’een symbolic trek from Kano to Hussainiyyah Baqiyyatullah ground in Zaria, Kaduna State, when the bomber struck.
The media team leader of the 2015 Arba’een symbolic trek, Ibrahim Usman, in a statement, said the incident occurred at Dakasoye village area of Garun Mallam local goverment Kano state on Friday, at around 2:30pm.
Mr. Usman said 20 people died from the blast, while several others were injured.
In a separate statement posted on the website of the Islamic Movement in Nigeria, Mr. Usman said there were two bombers in the midst of the trekkers, but one was apprehended before he could detonate his
explosive vest.
“Sign of the incident was first reported when a suspected bomber was arrested with a round of bomb belt tied to his waist in Kura town,” the statement said.
He said upon interrogation, the arrested bomber confessed that two of them were sent from Mubi in Adamawa State to Sambisa and finally Gwammaja Quarters in Kano on a suicide mission to kill Shi’ites
during the Arba’een trek.
“While manhunt for the second bomber on the loose was going on, the bomber detonated the bomb among the trekkers.
“Scores of Brothers and Sister, including children were killed. Among the dead was the bomber whose only remain was his chest and head,” the statement said.
The statement added that two leaders of the
movement Muhammad Turi and Sayyed Mustapha who arrived the scene, ordered evacuation of the dead and injured to ease traffic congestion.
The statement added that the symbolic trek had since continued as normal.
Witnesses had earlier told our reporter that 10 persons died and 27 others were injured.
Giving further insight on why members of the Shiite group undertook the symbolic trek, Mr. Usman said the procession is carried out annually to commemorate the 40th day of Ashura, as a mark of mourning the killing of Imam Husain, grandson of the Prophet Muhammad, by the army of Yazid, son of Mu’awiyyah in 61 AH.
He said the trekkers would finally converge at Hussainiyyah Baqiyyatullah in Zaria on December 3 for the grand Arba’een lecture by the leader of the Islamic Movement in Nigeria, Sheikh Ibraheem Zakzaky.
Meanwhile, the Kano State leader of the Islamic Movement in Nigeria, Muhammad Turi, has ordered the continuation of the procession, saying that no amount of threat would deter them.

I use all my money when I dey save go buy card


Pls I need your help ohh my last money I dey save since for my account just finish. I no say bank and network providers done the work together.

I saw a Notification from MTN that
reads....."your account is too low and you are having #87
remaining, if you need more airtime kindly
DIAL *737*AMOUNT# ", which I hastily
dialled without wasting time, 1st I dialled
*737*1000# and I got credited of #1000 
airtime and I was happy that MTN IS IN a big TROUBLE.

I never knew that I was going for my doom, So
l continued dialling until I got credited of
#45,000, I was in jubilation I started making calls both local and international and I wanted to
do more when I received MESSAGES that
SHOCKED me from MTN.... It said... "You have
successfully Purchased your AIRTIME
through your GTB (BANK) ACCOUNT", shortly after the
msgs came in, I started seeing the most annoying and
terrifying Part of it, which was text msgs from my GTB
(BANK) that the sum of #45,000 has been
debited from my ACCOUNT.

Ever Since yesternite My body system has
not been the same.
Now I agree that true true AWOOF THEY
PURGE BELLE, I Dey purge now

Woooa Buhari reappoint Dr clement Illoh permanent sec labour and productive and other

Buhari slashes federal ministries to 25
HEAD of Wednesday’s (today) inauguration of 36 ministers-designate, there were indications on Tuesday that President Muhammadu Buhari, had reduced the number of federal ministries to 25 from about 29.
Under the new dispensation, the ministries of police affairs, aviation and special duties appear to have been scrapped while ministries of Lands, Housing, Urban Development and Works have been merged to become Ministry of Works and Housing. Also, the information, culture, national orientation and tourism ministries have been collapsed into one Ministry of Information and Culture.
Also, the Ministries of Sports as well as Youth Development have also been merged to form Ministry of Sports and Youth Development.
The Ministry of Aviation is now under the Ministry of Transportation, among other mergers.
The development came even as the President on Tuesday retired 17 permanent secretaries and announced the appointment of 18 new ones.
In fact, indication that the President had settled for just 25 ministries was contained in the announcement of the appointment and deployment of permanent secretaries by his Special Adviser on Media and Publicity, Mr. Femi Adesina.
The permanent secretaries and their ministries, according to the list released by Adesina, are Dr. Shehu Ahmad (Agriculture and Rural Development); Mr. Sunday Echono (Communications); Alhaji Sabiu Zakari (Transportation); Mrs. Ayotunde Adesugba (Information and Culture); Ambassador Danjuma Sheni (Defence); Dr. Shade Yemi-Esan (Education); Mrs. Fatima Mede (Budget and National Planning); Alhaji Mahmoud Isa Dutse (Finance); Ambassador Bulus Lolo (Foreign Affairs); and Dr. Amina Shamaki (Health).

A top government official told our correspondent on Tuesday that “the pattern of the list you see in the statement may be a sign of what to come as far as the number of ministries to be maintained by the President are concerned.”
Buhari on Tuesday afternoon held a closed-door meeting with federal permanent secretaries at the Presidential Villa and reportedly told the affected officials about their retirement at the meeting.
The permanent secretaries were led to the closed-door meeting with the President by the acting Head of the Civil Service of the Federation, Mrs. Winifred Oyo-Ita.
A Presidency source told our correspondent that most of the affected permanent secretaries were those who had been seniors to Oyo-Ita in the civil service.
Buhari had appointed Oyo-Ita in acting capacity recently following the exit of Mr. Danladi Kifasi.
One of the affected permanent secretaries told our correspondent that Oyo-Ita broke down in tears when the President made his intention known during the meeting.
Another source told The PUNCH that the Presidency would not make any formal pronouncement on the sackings until when the affected officials might have received their letters.
The permanent secretaries who attended the Tuesday’s meeting with the President included Dr. Godknows Igali (Power); Mr. Taiye Haruna (Petroleum Resources); Mrs. Anastacia Nwaobia (Finance); Mr. John Chukwu (Federal Capital Territory); Aliyu Ismaila (Defence); Nebolisa Emordi (State House); Ibukun Odusote (Office of the SGF); Mr. Linus Awute (Health) and Abdullahi Yola (Justice), among others.

ATM to work 24/7 non stoping a new directive from CBN




The Central Bank of Nigeria has directed banks to ensure to resolve all Automated Teller Machine (ATM) cardholders’ complaints within a maximum of 72 hours from the date of receipt the complaints or face sanctions. This is contained in a new set of rules to guide transactions, going forward. Where records are falsified by any party, the CBN warns that adequate sanctions shall apply.

In an exposure draft on the standards and guidelines on electronic channels operations in Nigeria, signed Dipo Fatokun, its Director Banking and Payments System Department, the CBN also directed banks or independent organizations that deploy ATM for the use of the public to ensure that the ATM vault replenishment must be carried out as often as possible to avoid cash-out.
They are also to ensure that ATMs are not stocked with unfit notes and that cash is available in the machines at all time.
The CBN also warned that the ATM downtime (due to technical fault) must not be more than seventy-two (72) hours consecutively. It added however, that where this is not practicable, customers shall be duly informed by the deployer.
They are also to ensure that the help desk contacts are adequately displayed at the ATM terminals. It warned that at the minimum, a telephone line should be dedicated for fault reporting and such telephone line shall be functional and manned at all times that the ATM is operational.
Also, all ATM charges must be fully disclosed to customers, the CBN insists in the new rules. The apex bank said that there must be appropriate monitoring mechanism to determine failure to dispense cash; and that there is online monitoring mechanism to determine ATM vault cash levels.
“Penalties Sanctions, in the form of monetary penalties / or suspension of the acquiring/processing service (s) or both, would be imposed on erring institutions for failure to comply with any of the provisions of the ATM standards and guidelines or any other relevant guidelines issued by the CBN from time to time,” the apex bank warned.
The funding and operation of the ATM deployed by non-bank institutions should be the sole responsibility of the bank or institutions that entered into agreement with them for cash provisioning and in this regard, the Service Level Agreement (SLA) should specify the responsibilities of each of the parties.
The CBN rules noted that Change of PIN must be provided to customers free of charge throughout the entire value chain, while acquirers monitor suspicious transactions and report statistics to CBN based on the agreed format and timeframe.
Back-up power (inverter) is made available at all ATM locations in such a way that the machine would not cease operation while in the middle of a transaction, the CBN said, adding that Waste disposal basket must be provided at all ATM locations.
A register of all their ATMs in Nigeria with location, identification, serial number of the machines, etc must also be maintained, going forward.
For security reasons, every ATM is required to have cameras which would view and record all ATM Security. “However, such cameras should not be able to record the key strokes of customers using the ATM,” the CBN further noted in the statement pasted on its website.
The CBN now requires any institution which operates an ATM to file an updated list of such machines, including the detail location of their addresses with its Banking & Payments System Department for compliance monitoring.
The CBN also disclosed that it will conduct onsite snap checking of ATMs with a view to ensuring compliance with cash and service availability at the ATMs, as it directed acquirers to report volume and value of transactions on monthly basis to its Director, Banking & Payments System Department.
